This Charter is a declaration of our vision, mission, values and standards and our commitment to act in a manner to achieve excellence in the field of Biotechnology for the benefit of the society, environment, entrepreneurs, trade and industry who are our partners in growth.
Vision
Attaining new heights in biotechnology research, shaping biotechnology into a premier precision tool of the future for creation of wealth and ensuring social justice – specially for the welfare of the poor.

Mission
Biotechnology is a frontline area of science with immense potential for the benefit of the human kind. The Department shall devote wholly to achieve excellence in the promotion of biotechnology in the country within the ambit of the Allocation of Business Rules, 1961 as enumerated through the Government of India notifications No. CD-172/86 dated 27.2.86 and No. CD-87/87 dated 31.1.87. The Department shall provide services in the areas of research, infrastructure, generation of human resource, popularization of biotechnology, promotion of industries, creation of centers of excellence, implementation of biosafety guidelines for genetically modified organisms and recombinant DNA products and biotechnology based programs for societal benefits. Bioinformatics is a major mission to establish an information network for the scientific community, nationally and internationally. Our mission is:
  • Realising full potential of biotechnology
  • A well directed effort, significant investment for generation of products, processes and technologies
  • Enhance efficiency and productivity and cost effectiveness of agriculture, nutritional security, molecular medicine, environmentally sustainable technologies, scientific and technological empowerment of human resource, strong infrastructure for research and commercialization, enhance the knowledge base, nurturing the leads of potential utility, bringing the bioproducts to the market place
  • Socio-economic development / applicants of biotech for upliftment of women, rural, SC & ST population
  • Promote biotech industry
Commitment
The Commitments of the department would include the following:
  • To be courteous, polite and prompt in dealing with public.
  • To pledge to uphold confidentiality of information disclosed.
  • It shall be the endeavor to simplify the procedures consistent with the need of the Government to minimize delays in the decision making process
  • Consultation with the scientists, the industry and people of different walks of life to review policies and procedures and bring in changes at the earliest to provide prompt benefits to the public in the form of improved services.
  • To upgrade the information system to introduce computerized operations as early as possible.
  • To promptly bring out to the public any changes in major policies and procedures through publicity in journals, magazines, seminars etc.
  • To facilitate the scientists and the entrepreneurs in promoting technology transfers, establishing a strong relationship among the academia, research institutes and industry, guiding for entrepreneurships and securing protection to inventions emanating from Indian labs.
  • To generate eco-friendly and consumer acceptable, easy-to-use and affordable biotech products and services for the common man.
  • To harness the fruits of biotechnology research for sustainable socio-economic development of the country.

Standards
  • To respond to public inquiries promptly.
  • R&D Projects and other fund seeking projects: To acknowledge the receipt promptly. To process the projects as early as possible and to communicate the decision to the applicants thereafter.
  • Industrial applications: Shall dispose off all issues referred to the department as early as possible. Applicants would be kept informed on matters requiring longer time for disposal.
  • Recombinant DNA research and applications: All applicants would be intimated about the decision immediately from the receipt of initial queries. Applicants would be kept informed on issues requiring longer time of disposal.
  • Seminar / Symposia: All applications will be acknowledged promptly and the final outcome will be made known well in advance before the due date of the Seminar / Symposia to the applicants, in case of applications complete in all respects.
Enquiries
To settle complaints relating to R&D projects and other technical matters promptly. If the complaint remains unanswered the complainant can bring it to the notice of the concerned Group Leader.
Modalities of Implementation
The department is committed to provide the public with all assistance.
Each Group Leader would be responsible to responding to the public inquiries.
